꼬마 견인선 투트는 이름 그대로 몸집이 작은 배입니다. 견인선은 복잡한 항구에서 자신보다 몇십배 큰 배들을 밀거나 당겨서 안전하게 뱃길을 인도하는 역할을 해야 합니다만, 투트는 큰 배를 견인할 자신이 없어서 그냥 장난치며 놀기만 했습니다. 하지만 이런 투트는 다른 견인선들의 진로를 방해하게 되고, 결국 다른 견인선들도 투트를 견인선으로 인정하지 않게 되었습니다.
혼자가 된 투트는 슬픔에 잠겨 물길에 떠내려 가다가 너무 먼 바다까지 나가게 되고, 설상가상으로 폭풍우까지 몰아치게 됩니다. 거센 비바람 속에서 투트는 커다란 여객선이 암초에 걸려 조난당한 것을 발견하고, 다른 견인선들에게 구조 요청을 합니다. 그리고 파도를 가르면서 최대한 신속하게 조난당한 여객선에 접근한 후, 침몰 위기에 처한 여객선을 혼자 힘으로 견인하는데 성공합니다. 재빠른 상황판단과 헌신적인 용기로 무사히 여객선을 항구로 끌고 오는데 성공한 투트는 항구의 말썽꾸러기에서 영웅으로 인정을 받게 됩니다...
