1987년, 미국 전역이 떠들썩했던 실화를 바탕으로 만든 그림책입니다. 그해 뉴욕시는 쓰레기 매립장이 포화상태가 되어서 골머리를 썩히고 있었습니다. 그때 앨라바마에서 쓰레기처리사업을 하던 로웰 해럴슨이 아이디어를 냅니다. 뉴욕의 쓰레기를 배로 싣고 와서 노스캐롤라이나의 빈 땅에 매립한 후, 그곳에서 발생하는 메탄가스를 연소시켜 전기를 얻겠다는 제안을 했습니다.
뉴욕시는 얼시구나좋다고 하면서 바로 쓰레기 3,186톤을 바지선에 실어서 보냈습니다. 하지만 견인선에 끌려서 노스캐롤라이나 항구에 들어 온 쓰레기 더미에서 의료용 폐기물이 발견되면서 일이 꼬이기 시작했습니다. 노스캐롤라이나 주정부는 이 쓰레기 더미의 반입을 금지했으며, 어쩔 수 없이 다른 주들의 항구로 향했습니다만, 가는 곳마다 모두 입항을 거부당했습니다.
갈 곳을 잃은 이 쓰레기배는 미국을 떠나 멕시코만에 있는 멕시코, 벨리즈, 바하마 등 다른 나라로 향했습니다만, 그 나라들은 군대까지 동원해서 이 배가 자국 영토에 접근하는 것을 막았고, 이 과정에 이 쓰레기배는 미국 언론과 국민들의 큰 관심을 끌게 되었습니다. 쓰레기배는 결국 미국으로 돌아와서 플로리다 근처로 왔습니다만, 플로리다 주정부와 주민들의 격렬한 반대에 부딪혔습니다.
결국 이 쓰레기배는 처음 출발했던 뉴욕으로 돌아왔습니다만, 여러달 동안 열대 바다를 떠돌면서 쓰레기에서 독성물질들이 만들어졌을 수도 있고, 열대 해충들이 번식하고 있을 수도 있다는 우려 때문에, 뉴욕 지방법원은 이 쓰레기들을 뉴욕에 다시 반입하는 것을 금지시켰습니다.
갈 곳을 잃은 이 쓰레기들은 결국 어떻게 처리되었을까요? 실제로 벌어졌던 실화여서 더욱 흥미로운 내용입니다. 이 사건을 계기로 미국에서는 환경보호의 중요성과 쓰레기의 양을 줄이기 위한 재활용의 중요성이 크게 부각되기도 했습니다.

Lowell Harrelson wanted to turn trash into methane gas so he rented a barge called Morbo 4000. His plan was to ship the garbage from New York to North Carolina, but as the barge floated down the coast, no state would let him dock because of smelly waste on board! The barge became a mockery and the butt of many jokes in the media. What started as an attempted business venture turned into quite the predicament for Mr. Harrelson.
Mobro 4000 roamed the seas for forty-five days and traveled a distance of 6,000 miles. While awaiting its fate, the trash floated in New York’s harbor, garnering much attention by onlookers. Green Peace activists put up a large banner across the barge that read, “NEXT TIME…TRY RECYCLING.”
Even though the garbage barge was a farce, the unintended consequence inspired America to find a new way to deal with its trash.
